The idea is that Captain America is at the people of human physical conditioning and a master strategist. His athletic ability and his mathematical mind make it possible for him to hurl his shield at a velocity that disables his opponents AND figure out the angles that helps return the shield to his hand when it ricochets.
I was never very interested in Captain America as a kid. He's like Superman in the sense that he represents an ideal more than a fully fleshed out character. Captain America has enhanced strength and durability. But his real super powers are his inflexible ideology and patriotism.
That said, I was reading Cap's book after Civil War and his assassination. In Ed Brubaker's hands, he's infinitely more interesting. His book works better with the air of espionage and political tension than it does straight-up super heroics.
